Freedom Index Map Rating Levels

The Freedom Index Map Rating reflects the legal, cultural, and governmental environment surrounding homeschooling in each nation. Each rating is based on expert analysis and current conditions on the ground.

1. Favorable (Green)

A Favorable rating indicates that the nation has policies or conditions that support or encourage homeschooling.

  • Few or no restrictions on home education

  • Clear legal pathways for homeschooling families

  • A generally positive or supportive cultural attitude toward homeschooling

2. Not Favorable (Yellow)

A Not Favorable rating suggests the nation has barriers or burdensome requirements that may limit parental rights and the autonomy of Christian education.

  • Legal ambiguity or lack of legislation

  • Regulations that create significant hurdles for parents

  • Social or governmental resistance to home-based education

3. Oppressive (Red)

An Oppressive rating means homeschooling faces severe or total restrictions.

  • Home education is banned or subject to harsh penalties

  • Parents face legal action or discrimination for choosing to homeschool

  • The cultural climate is strongly hostile toward parental-led education

What is the Freedom Index Map Rating?

The Freedom Index Map Rating is a global system developed by the Global Alliance of National Christian Homeschool Leaders to evaluate and track the state of parental rights and the autonomy of Christian education in over 100 nations.

This rating system draws on data from national Christian homeschool leaders and external experts to quantify and assess each country’s legal environment, cultural climate, and public policy related to home-based, parent-led education.

Freedom Index Reports are published annually to deliver in-depth narrative updates on selected countries monitored through this system.

How Are Countries Rated?

Nations are rated according to the severity of restrictions placed on parents and homeschooling families. This includes:

  • Government policies and legal frameworks

  • Cultural trends and public perception

  • Social attitudes toward homeschooling

The ratings are color-coded as follows:

  • Green – Favorable: Conditions are supportive of homeschooling with minimal restrictions.

  • Yellow – Not Favorable: Conditions include legal ambiguity or increasing restrictions.
